Picture this: You are the mayor of a large city and you need to find a safe location for the city’s Emergency Response Command Center. The sole purpose of existence of this Emergency Response Command Center is to…you guessed it…coordinate the rescue and recovery efforts in case of a major city-wide emergency.
Do you put this vital and potentially life-saving center
a) right inside a known high-value terrorist target that has been attacked before, or
b) safely away from any potential high-value installation, if possible underground so as to provide maximum disaster protection?
Rudy Giuliani chose option a) against better advice from experts. THAT is why he was filmed running out in the streets of NYC on 9/11. Not because the man is a hero, but because the logical place for the mayor to be in case of a city-wide emergency, the Emergency Response Command Center, had been placed at ground zero by him and no longer existed.

Not only does he deny involvement in making the placement decision, he puts the blame on someone else. I’d say the man makes a great GOP presidential candidate.
