This is a good example of ideology-driven politics, as most scientific studies have shown that abstinence programs do not work. See this, this, this, and search the web for many similar results. As a practicing parent I educate my children that the only way to avoid all sex-related risk is to not engage in sexual behavior of any sort. Just as you will never get food poisoning if you do not eat any food. But I recognize that this advice is not practical and does more harm than good. I resent the fact that my tax dollars are spend giving bad advice to our kids and hope that future U.S. governments will take a more rational approach in this matter.
